I don't think they'd ever trying bringing back his character after such a sure sign of his death (mortally wounded, bleeding to death, then self-destructs by blowing up the ship he was on). Trying to do so would ruin the story of his character.

There could have been a cloaked ship under the control of Section 31 that was shadowing the Enterprise the entire time and plucked Khan out just in time --- now he works for 31.
