I would say that Terry Farrell. Stunning and curvy and not a catsuit in sight.

She actually did wear a catsuit, it was just hard to tell because her outfit looked exactly like a the uniform the rest of the crew wore. I thought she was the most beautiful woman in Star Trek too, followed by Jaime Hubbard from "The Dauphin" and Sandra Smith from "Turnabout Intruder".
