Very close for voting for the lovely Lucy Saxon, but in the end went with the War Chief and Gov Kodos!
 
Despite the horizontal squish, I went with Praetor_Shinzon and his badass renegade Rassilon. :bolian:
 
I voted for the mischievous monk..recently I have been enamoured with him and his portrayal in classic Doctor who magazine comics..
 
Delgado's Master was a tough one to vote against. I do miss his take on the Master. I do think the character worked best in the Pertwee era with the Holmes/Moriarty vibe they had. I loved Jo Grant's ability to drive him up the wall. He and Katy Manning played off each other very well.

I agree, and the way that Delgado was able to be mean and viscous and yet have an agreeableness about him made you want to try to like the character, even if he would no sooner kill you for the sake of his evil plan..

now that is dirty..

Yeah, Delgado's Master had an urbane evil that was a joy to watch. He brought a likable quality to the character which made getting into the character very easy for an audience. I could easily picture sitting down over port and discussing literature with the Master while he's waiting for his next plan to come to fruition. If they do bring the Master back I hope they dial back the mad factor and bring back more of Delgado's spirit of a foil to the Doctor.
