They were on the hanger deck trying to assemble the shuttle craft.This obvious con-man comes onboard with three ladies that have a highly evident mesmerising effect on (almost all) the male crew members who see them.

Completely oblivious to any notion of security and showing gross incompetence to the safety of his crew, Kirk allows these siren-like strangers who are being led by this aforementioned obvious con-man, free access to all areas of his ship.
