While I think the question is in bad taste, I don't think gross is an accurate way to describe it. I would say it is impolitic and that it does fall into a gray area. Looking at it purely from a pragmatic point of view, the girls both have secondary sexual characteristics. In two years they will look about the same as they pass the line that we recognize as full adulthood. That said, they are still minors, and it is still generally unwise.

I think Shameless is allowed to think this is gross. Certainly the feeling of being grossed out doesn't exist in a vacuum -- i.e., it's subjective. I'm pretty grossed out too, a feeling for me which has both to do with their ages and the meat-market-y feel to the OP.

18 for being legal to have sex with is just an arbitrary number man has applied, it actually doesn't indicate maturity at all, I know plenty of immature 20 year olds for example, and 16 year olds that are more mature than older "legal" people.
I was answering on two fronts:Besides, there is no law saying you can't state someone is pretty or cute that is under 18. The legal line of 18 is for sexual intercourse.
I don't see anyone in this thread saying they want sexual intercourse or trying to make that happen with these girls.
