Would it not be an even greater irony for him to discover another such irony, as Sloan appears in his room once again, at midnight:
Sloan: Hello...Doctor.
Bashir:...Sloan...?
Sloan: Surprised to see me?
Bashir: But...you're dead...
Sloan: (spreads out his hands) Sorry to disappoint!![]()

I never read the TOS or VOY novels (actually, I've never read a VOY novel), but given that there seems to be a movement to eliminate S31, I hope at some point we'll get more info on how that's proceeding, though I guess most of the Federation's had more important things to worry about lately (I'm reading Before Dishonor now and have skimmed the first Destiny book).
S If it's survived for 200 years, I sincerely doubt that our heroes, no matter how long they have at it, will wipe it out completely.
That reference in TGTMD was VERY deliberate. Even back when we were writing Rogue, Mike and I were talking with Marco about writing a novel that "tied up" Section 31. The plan discussed was variously a hardcover or a few books, and would be a cross-over between all of the various series, spear-headed by Picard and the TNG cast. But first, Voyager had to get home, and there were multiple other considerations, not to mention other book plans that were in the works both for us, and for Marco and the other editors and other writers.
Although we kept dutifully bringing up the Section 31 book regularly, it kept getting pushed back and back and back. At this point, given the change in editors, the change in Mike and my writing partnership, the MASSIVE changes in publishing, and the divergent directions that the books have gone in (not to mention the cross-overs that have been done since then) I don't know how likely that story will be to ever happen.
But it WAS planned at one point, and the seeds were planted in Rogue. If I remember correctly, Marco even had some of the other Section 31 writers make some specific additions or changes to their books to help set it up.
So, when we had the opportunity to write about the future a bit in TGTMD, we very clearly wanted to state that this HAD happened, but not give details on the how, when, or why.

Tell that to the Borg.
They can't "tie up" Section 31. There are too many fans who will demand more Section 31 books, and refuse to buy any others until it happens.
