That's not necessarily true. I'm a fan from the States, and I had no trouble finding any of the toys in my collection (all purchased from American online retailers, too.) Of course, for the more popular releases (the classic Doctors, for example), I went after them no more than a couple days after release. If you just started looking for them, then yes, some will be difficult to find at a decent price. It's not indicative of the availability of Who figures in general, though.
Tell me guys, is there a website where us "west of the pond" people can order a whole set of the Doctors? (And I'd like a Tardis, or at least a console room, too.)
A boxed set like that hasn't been made yet. And I doubt there is a single website that even carries all of the Doctors, much less selling them as a batch. You'll just have to look for them one by one now, or wait for the 11 Doctors set.
As for the TARDIS, I assume you mean one made for the figures. There is only one version that's been released in the US so far, but there are two more on the way. The one already released is the Flight Control TARDIS (the 2005-2009 version) which was released a couple years ago. It has been released both on it's own, and with 3 figures (10, Jack, and Martha). I have it myself, very nice. Anyway, there are still a number of them out there, and you can get one for less than 40 bucks. Just search for "flight control tardis" (with quotes) on Google's Shopping search, and set it for "Price: low to high". That's pretty much as low as you are going to find it, at least one that isn't used.
The other two are from Classic Who. One comes with a 7th Doctor figure, and the other a 4th Doctor figure. Mike's Comics says it will get them in June, though
WhoNA says they will have them in stock in May. Mike's Comics lists them at $45 each, but WhoNA hasn't given a price yet. Odds are though Mike's price will be better.
As for the console room, good luck finding one. They aren't easy to find now, at all. You might try ebay, but don't expect to find one cheap.
If you wait a few months there is a strongly rumoured 11 Doctors set coming out although nothing has been confirmed.
Actually, Character confirmed in January,
at the London ToyFair. It was said to be coming in September, but of course that can change.
In the states I have heard that Mike's Comics is good for buying figures at the best prices.

Hey, does anyone have any idea how much the 11 Doctor set might cost, either in pounds or dollars? I should ask first before I get my hopes up.
Character told the folks at the Toy Fair 50 pounds, which is about 76 American dollars. But like the release date, that could change.
