I'm not going to bet money or anything, but I lay down 75% odds that it's a modernized Sea Devil.

The mask looks more like a cat jaw/nose in profile, actually, even though the creature is clearly reptilian.

It's definitely closer to a Sea Devil than a Silurian

Sorry for the necromancy, but after the S5 trailer, it looks more likely that is it indeed the return of the Sea Devils AND Silurians.
