Moon Bloodgood - It's the only image I've seen of her but yes, she looks hot. Again, going only by that picture.
Evangeline Lilly - definitely hot.
Erica Durance - again definitely hot.
Gillian Anderson - Good looking yes but I wouldn't say hot. Then again, I've only seen her in x-files.
Yunjin - um no.
Katee Sackhoff - Not bad looking, but about average. Certainly wouldn't classify her as hot. I'd say the actress who played Boomer was hotter.
Summer Glau - Same as Katee Sackoff.
Salli Richardson-Whitefield - Seriously, are these people having a joke.
Eve - That's it, this is simply EW having a laugh.
Eliza Dushku - Nope.
So, in my personal opinion only about 3-5 of those should be on that list.

Some people like masturbating to different things. These guys got some sexual frustration for RDM.
The only guy on the list that makes me go "WTF?!" is The Rock. Other than that, a good list, although I'll never see the appeal of Jensen Ackles. I'd put Michael Trucco there (but I'm more than happy to see James Callis there, who was my favourite on BSG), but I don't see the need to have anyone apart from Heroes there apart from Zach, there are many good-looking guys there, but apart from Adrian Pasdar and Jack Coleman, most of them are charisma-free and always get completely overshadowed by Sylar/Quinto. I've always found Joe Flanigan and Ben Browder far too generic-handsome for my taste, plus I'm not a Stargate fan so I don't care. Sam Worthington is IMO very hot and was no doubt one of the few memorable things about Terminator: Salvation. I don't find Tahmoh as hot as some people do, but he's certainly far from ugly.

Sam Worthington and Joshua Jackson are nothing special. And Tahmoh Penikett is, as always, super-fugly.
Anyway, although I think Naveen Andrews, Callis, Josh Holloway, Worthington... are hot, nobody comes close to Zach Quinto.
But of course, Ackles and Supernatural fans are going to win this one, too. You can't beat them.The female list isn't bad either, although the Eve thing is just trying to be witty. Whoever says "snore" to Tricia Helfer must have never seen her on screen, her looks may seem somewhat generic (blonde, tall, thin) but she has more talent, charisma and sensuality than many of the other actresses put together.
As for Sackhoff, as far as I can see, yes, she is hot:
1) she is gorgeous - which tends to be more obvious when you see her in RL. If the other hotties on the list were made too look as unglamorous as Starbuck, most of them would look much worse.
2) not a typical hottie body? Um, let's see: hourglass figure, nice and noticeable boobs and butt and waist... I may not be male, but I'd say that's a pretty much a typical 'hottie' body. She may have stronger arms and shoulders than some men like, but many of the other women on the list are thinner than what many men like, and I don't see people saying that they don't have a typical hottie body.
3) she is not 'macho' at all in RL
4) she is very charming in RL
5) she has a great presence and charisma on screen, people love or hate Starbuck but can't ignore her
6) I know quite a few men who find her the sexiest woman in BSG even though her character is made to look unglamorous most of the time.
The only reason some people are protesting so much is because they hate Starbuck and have a problem with her. But even if they hate Starbuck, an intelligent person would realize that Katee Sackhoff is not Starbuck. She doesn't even look like Starbuck in real life.
I'm surprised that Grace Park is not on the list, but they're obviously trying to limit the number of people from the same show/film.
She is on these lists because some people do not agree with you about her level of hotness.

I thought it was pretty obvious that people whose arguments are things like "she's too macho" aren't very intelligent, since they don't realize that ACTORS AND CHARACTERS ARE DIFFERENT, but alas...
