I bought a super-cheap DVD player (a COBY-100) for ten dollars a few years ago. It has no region coding at all.My kid brother found a DVD player in his closet once, which turned out to have an easy code to shut off the region-encoding. It's a Philips; I think most of them can be similarly manipulated. As soon as this was done, I bought the TV movie (as well as the Derek Jacobi Hamlet).
I think the golden opportunity would have been a release alongside the debut of the new series on the Sci-Fi Channel a few years ago. Why Vivendi Universal didn't use that as an opportunity to sell the one piece of Doctor Who they own is somewhat baffling. They could have (and probably would have) slapped a sticker on the front, "As Seen on the Sci-Fi Channel!" even though it starred a different Doctor.The issue is that the North American home video rights are held by Universal, and they have no apparent interest in either releasing it themselves or licensing it to BBC Worldwide so they can put out their version in Region 1. I really think that if it were ever going to happen it would already have, but NBC Universal Television are the ones to contact if you want to make your interest known.
