The appearance of many Trek species - including Romulans - has changed over the years. They didn't have the V-shaped forehead ridges until TNG, and I think that was only done as a way to distinguish them from Vulcans more easily on-screen. But since the two species are related, I don't have a problem with the way they were depicted in ST'09.

Um, maybe there are just different races of Romulans like there are different races of Humans.

We also saw an example in TNG of a Romulan woman who looked Vulcan and had lived as one for years. After getting back with her people, no effort was made to "restore" any ridges. Since we know from TOS the Romulans never had ridges and in Nemesis we also see what the Remans look like, there are any number of explanations possible for the ridged 24th century Romulans.
The simple fact, tho', is that in both the prequel comic and in the movie itself, we see Romulans from Spock's senior years do NOT have ridges (at least some of them), this sugggests that the normal look of Rommies is smooth-headed.
You know, they DID disappear from galactic involvement for DECADES prior to the tail end of TNG season one, and when we first see them, they look different. Again, there's no telling what happened, but we certainly know now that the smooth Rommies are canon and possibly the rule, rather than the exception.
