Declassify everything that wouldn't put someone in immediate danger. (The identities of covert operatives, for example.)

More difficult than you'd think to make that determination. A lot of classified information is just things like exactly what our satellites are capable of seeing. Releasing that won't put anyone in immediate danger, but it drastically reduces the effectiveness of the satellites, which will probably result in greater danger down the road.
Classification is already fairly minimalist in this country.

I would immediately issue a review of our nation's Zombie Attack preparedness and set up a Bureau of Undead Affairs under the Department of Homeland Security. I would appoint Samuel L. Jackson to head up the new bureau.
It's time for America to stand up to the threat of revenant hordes. Our kids deserve to live in a world free from fear of getting their brains eaten. Together, my fellow Americans, we will build a world where all dead, black and white, Christian and non-Christian, gay or straight, will stay dead.
But I can't do this alone, America. I will need each and every one of you to be prepared. Prepared to stand, unyielding in the face of terror and fear, and say, in one unbroken voice, that we will not be moved (or have our brains eaten).
Now I will tell you, it won't be easy. Some of us may not make it and some of us (or rather, some of you) may be eaten (or dismembered). But if we keep to our principles and remain unwavering in our mission, we will endure the night (of the living dead) and when the dawn comes, we will breath free and it'll all have been worth it (mostly because there will be way less of you polluting the Earth, as well as a whole bunch of job openings).
