Tony Todd: Played Worfs Brother in "Sons of Mogh" he also played an Hirogen in Voyager's "Prey" and "Flesh and Blood, Played the adult Jake Sisko in "The Visitor". Was also in TNG in "Redemption" Pts 1 and 2, and "Sins of the Father"

Jeffrey Combs: Played Weyoun in DS-9, he also played Brunt the Ferengi in DS-9. And in Voyager played Penk in the episode "Tsunkatse". And in Enterprise played Capt Shran in several episodes.

J.G. Hertzler: Played Gen Martok in DS-9, also played a Klingon Capt in Enterprise. And was in a episode of Voyager, played an Hirogen Hunter in the episode "Tsunkatse"

Suzie Plakson: Played K'Ehyler in TNG, played the female Q in an episode of Voyager...

There are probably more, however, these are the ones that I think of, any others???
 
Vaughn Armstrong (Adm. Forrest in 'Enterprise') is one you've missed out from your list who immediately springs to mind. He generally played the parts of Klingons in TNG DS9 and VOY.
 
Diana Muldaur played Ann Mulhal and Miranda Jones in TOS and Kate Pulaski on TNG.

Majel Barrett played 3 characters: Chapel, Lwaxana and the computer voice.

Robert O'Reilly played a holographic character and Gowron.
 
Mark Lenard and Mark Alaimo spring to mind:)

(Mark Lenard was Sarek, Klingon Caption in TMP and the Romulan Commander in Balance of Terror)

(Mark Alaimo was Dukat, Macet in the Wounded. Can't remember what his name was in Time's Arrow, Tebok in The Neutral Zone and apparently another character in Lonely amongst us)

ENT- Xindi Commander Dolim (at least 8 episodes of Season 3).

Jeff Combs was also in DS9 "Meridian" as... someone. Scott and Jeff are two of my ST favs...

Technically, she played four. Although listed as "M. Leigh Hudec", Majel played the role of Number One in "The Cage".

I totally forgot that role.

I just thought of another. Tim Russ - Tuvok and one of the mercenaries in Starship Mine (TNG).

I've been trying to decide if Jonathan Frakes technically played 2 or possibly 3 roles. Technically Tom and Will Riker are the same person but because of life experiences they're technically different. Also, Odan was the symbiont that Riker carried in The Host so my thinking is that it was an entirely different character. I could be wrong but this could be a matter of opinion.

Wasn't Plaxson an Andorian in a ENT ep? Hard to tell with the makeup and things, but I thought I spotted her in one ep.

J.G. Hertzler also the Vulcan captain on the Saratoga in DS9's Emissary. As well as in Enterpise twice. Once just as Klingon Captian in the episode Boarderland and second as Kolos in the episode Judgment

These two were also in the episode Far Beyond the Stars a DS9 epiosde in which they wore no makeup.
 
For live action, Vaughn Armstrong holds the record. In TNG he was the lead Klingon in Heart of Glory. In DS9 he was two different Cardassians, one in S1, and one in S7. In Voyager he was the Romulan they made contact with in Eye of the Needle, one of Seven of Nine's former Borg comrades in Survival Instinct, a Vidiian in Fury, a Hirogen in Flesh and Blood, and the Klingon Janeway stole the time machine from in Endgame. In Enterprise he had the recurring role of Admiral Forrest, was a Klingon captain in Sleeping Dogs and the Alien of the Week in Vox Sola and A Night in Sickbay.

If we include TAS, James Doohan easily takes the record since he provided the voice for nearly every male guest character. In fact, he even did some voice work in TOS. I think he was Trelane's father in The Squire of Gothos.
 
Has Bill Blair been mentioned? He's looking into getting into the Guinness book because he has about 80 roles in makeup...

I know he's been a Jem'Hadar and a Klingon, and a bunch of aliens I couldn't name...
He must have a crazy IMDB list!
 
-Robert Duncan McNeil as Starfleet Cadet Nick Loncano in TNG and Lt Tom Paris in Voyager.
-Ethan Phillips as a Ferengi in a TNG episode and Neelix in Voyager.
-Martha Hackett as a Romulan Subcommander in DS9 and as the Cardassian Seska in Voyager.
-Paul Dooley as Enabrian Tain, Obsidian Order leader, in DS9 and holodeck gangster leader in TNG.

I always wondered what he could have done with a TOS role, since that's the only Trek time period he's never done (he was in his teens at the time - although many other Trek 'repeat offenders', such as Phil Morris*, have done TOS as children). They should have given him a spot in ST XI. If there's a XII, they should look him up. Also since he's never done a Trek *film*, only TV series.

*Morris' Trek roles:
- TOS "Miri" (boy in Army helmet)
- VOY "One Small Step" (Lt. John Kelly, Mars astronaut)
- ST II:TWOK (Cadet Foster - the guy who wanted a celebration for the crew)
- DS9 "Rocks and Shoals" (a Jem'Hadar)
- DS9 "Looking for Par'Mach..." (a Klingon)
 
Clint Howard (younger brother to Ron Howard) played Balok in TOS The Corbinite Maneuver, and then in DS9 Past Tense pt2 as Grady (one of the dims), then again in ENT Acquisition, a Ferengi called Muk.
