I just assumed that DS9 adopted the FC uniforms as a way to differentiate themselves from Voyager, and Voyager never changed for pretty much the same reason.

I think Starfleet should adopt the uniform that was combo yellow jumpsuit/Talaxian business/plant that Tuvix sported. Eco-friendly, too!

Okay, maybe my bias towards those uniforms is showing, but I think they pull them off very well.
Aren't they supposed to have a color stripe around the cuffs, too?

I think the crew looks pretty good in the FC uniforms. Of course the FC style is my favorite, so I would say that.

Voyager, as originally conceived, was a work-horse vessel that was never intended for long-prolonged voyages and meant to go into the little nooks and crannies of space that the larger classes like the Galaxy couldn't. The ship was meant for more utilitarian duty hence the DS9 uniforms, which were supposed to be a working uniform.
I don't think Voyager didn't upgrade uniforms because of energy conservation, considering they ran 4 extra Borg alcoves 24/7 for years. Uniforms may still be one of those things that Starfleet insists be made by hand.
When the Doctor returned from the AQ, he at least could be sporting an updated uniform. Why didn't Starfleet make him upgrade? It wouldn't take more than a tweak, and Picardo had a uniform that fit in FC. Then he could rub it in the rest of Voyager's face that he has a new uniform and has been to the AQ recently.
Also, they could've done a comedic episode where Harry, Neelix, and Naomi are assigned to making the new uniforms and accidently get themselves tragically recycled in the replicator, forcing the rest of Voyager's crew to eat/use them over time. Just a thought....
