I guess that's because friedebarth is not from an English-speaking country. Probably he's from Germany (because of the Cologne reference). In Germany that's just the usual way quotation marks are used.

Yes it is future, it is part of the (German) Trek25-RPG.

The quotation marks are German too, it's the way we write them. Similar to French quotation marks (» «) or Swiss ones (‹ ›) which are not the same as bigger-than and smaller-than (><).

This is a silly error I made, as the plaque is supposed to be English, but there are German quotation marks.

Also, the quote you used is exclusive to the Enterprise. Some would say that the "-B" suffix is also only used for the Enterprise. The registry number is also very high, unless this is a 40th century ship.

I say it's not just for the Enterprise, though, and my RPG follows that. Obviously, because it's mine

And the registry number is okay: 2380s was about the 77***. Seventy years later, if Starfleet's been busy, this would be logic.
