He is genetically-engineered. With proper calculations and precise hand movements than it is entirely possible to hit a bullseye the vast majority of the time.

I'm actually usually accused of making up connections that clearly don't exist. So, yeah, I have plenty more, but most of them are ridiculous. Helps me keep canon intact under almost any circumstance.:guffaw:

I think anyone who has seen professional dart players would agree. If a regular human can hit a bullseye 9 times out 10 with practice there's no reason a genetically engineered human couldn't be even better. Keep in mind, we also don't know the exact details of how advanced Bashir is.
 
^ They said in one episode that his genetic enhancements give him 100% hand-eye coordination.
