Please, don't make me start thinking about Sybok, the emotional Vulcan. Yes, I know he and Spock were not twins but still they were siblings who were complete opposites.

Sorry, I haven't seen that episode. I must check out the character before coming up with some advanced theory.

Since I guess that the episode took place during the time Voyager was in the Delta Quadrant, it can't be Tuvok. Maybe some other relative working undercover as a Klingon?

I've always regarded Vorik and Taurik as the same person.

But when it comes to Tuvok, I have some own theories:

The Tuvok lookalike in "Starship Mine" is actually Tuvok's evil brother Devor, the black sheep of the family who have left his home, denied his relatives and became a criminal. For some reason, Tuvok has never mentioned anything about Devor (or Devok if you want it more Vulcan), maybe for the same reason as Spock never mentioned his brother Sybok to Kirk or McCoy.

As for the Tuvok lookalike in "Generations", let us just assume that it's Tuvok himself, on a brief stint with the Enterprise. Why not?

The Tuvok in the DS9 episode "Through The Looking Glass" was a mirror Tuvok.

Since this episode takes place at Stardate 47182.1 (8 March 2371) which is more than a month beofre the events in "Caretaker which did take place at stardate 48315.6 (26 April 2371) we can assume that it's good, old Tuvok himself working undercover as a part of the plot to spy on the Maquis. The Klingon disguise was the first step in that plot.
