In most cases yes, the ring chooses its next wearer. The Guardians can override that though. Regardless, all Lanterns go through a training process. At this point we haven't yet seen how John was chosen in this iteration.I'm no expert but doesn't the ring itself choose its next wearer once the current Lantern dies or retires somehow?
I have a feeling i will like Hal Joardan very much in this one, i like his veteran attitude, his ( perhaps rightfully earned) cockiness and his own style ( had to laugh when he created a dollar bill with one of the mightiest weapons of the universe)

The first trailer was pretty subdued when it came to the ring and associated superpowers/special effects, this one showed far more. So i don't know yet what kind of show this is going to be, it seems to be some kind of road trip/breaking in the new guy who doesn't have a good opinion about the veteran ( strange as Hal has been using a ring for ages now whereas John hasn't so why the attitude?).
