For Data, he could probably just take his arm off, and reach it back there and the arm would do rest.

Do you think Data's appendages work independently?

I suppose they could, nothing is ever directly said/done, that explicitly excludes that they might, except that any time we've seen anything detached from him, it's been inert, or at least seemed that way... except his head in Disaster.

Also, any time something's been detached, there's been a noticable lack of powered blinking lights, like we'd normally see behind a removed panel. It almost seems antithetical to Soong's intent, to make his parts independently powered & functional, when his goal was to approximate a human, with tech.

Were B4's separate parts individually powered? I can't recall. That's how they located them all, wasn't it? The power signatures?

I honestly never considered that Data might have independently functional limbs

It's possible. His head did, as we saw many times. Now, you could argue that's because it's his head and it controls, which is a perfectly reasonable argument and probably a 100% valid one at that, but who is to say the limbs can't, or that Data can't control or pre-program them in advance. And, he is Data, with a massive positronic brain, he could probably make a device in his spare time while feeding Spot, that can connect to a limb to accomplish this. Otherwise, I would think all the spare parts would have to sync to his body when changed out (he was put together and there were at least spare heads -- don't recall beyond that). After all, if he is "fully functional" and "programmed in multiple techniques", then he'd have to be controlling his androidwang while getting it on with Tasha the whole time, instead of it doing it's thing, just under pre-programmed instructions.

Data's hand moved after his arm was disconnected in Measure of a Man. Not a lot, but some.

Also, B-4's arm grabbed Worf while disconnected.

Riker, in all likelihood, moved Data's detached hand in his own, but I'm open to the possibility. It may be that they hadn't initially intended such to be the case, but then as of finding B4, the writers wanted to advance the narrative to include it, & I think I'm ok with that lol

Going further off topic, on Red Dwarf, Kryten had an....appendage named Archie that could at least run around the ship independently.
