Obviously. Otherwise, Kirk would just bring her back to the 23rd century with him. She's still not there to prevent WW2.
That would have worked if they had used the Enterprise to time travel, but they had no way to coordinate with the Guardian.
That. Not to mention, they couldn't unkill her.
Plus, "come with us or die" can be a tough sell.

The Guardian is doing the bringing. Not sure they know Edith needs a lift.
The fact they didn't even consider it an option just tells me she was meant to die in 1930 NYC and removing her from history would also have done damage to the timeline.
If they'd had access to the transporter, they could have duplicated her, instead. leaving one behind to die and be buried.
