Probably not, since it is a derivative design to begin with (fine for a fan film, problematic if you try to copyright it or make money with it). But the design also doesn't fit the time period (if you ignore Discovery), it has too many TOS Movie ship details on it, it feels like something that should come between TOS and TMP.

Also some of the starfleet ship designs in Axanar were just ST09 designs with new nacelles. They even still had the viewscreen windows I think.Which is ironic, because the whole thing started by people who claimed the 2009 film was an empty action movie that insulted the established Star Trek canon.
So they swindled fans into funding an amateur empty action fan film, that never happened.
