Canon is essentially anything shown onscreen. If a couple from an alternate timeline is shown on screen, they're canon, they're just not from the Primeline.
It's canon per "Fissure Quest" that there's a HoloBashir and a Doctor Garak from alternate timelines who are a married couple. They're not from the Primeline, but that doesn't mean they're not canon.
Whether this implies anything about Primelline Bashir and Garak is a matter of viewer interpretation.
