The boundaries should never be artificially created.
that's the basis of the whole topic though XD
There are always boundaries in any projects.
Be it:
- Financial
- Resources (Availability of Staff / Actors / Location / Items / etc)
- Time
- What makes sense for said story at the time and what you could do within a given time frame.
- What kind of stories are you good at telling and want to tell.
- What kind of story the fans want to see.
- What story subject do you want to cover (has it been covered before, if so, what are you bringing to the table).
- How does 'Your Story' fit in with the larger Narative of Star Trek and it's greater Story Telling Tapestry.
- etc.
Having a few more boundaries to narrow down the search parameters can really help focus you on what you need to do.

Stating controversial opinions that you might hold for yourself is a very far cry from speaking for the entirety of fandom. I've been a fan for over 50 years and I agree with very little of what you say here.
Fans should never be involved, that is why we now have the nostalgia pandering to the exclusion of everything else. Fans want to be involved, they can do what they always do... go write fan fiction.
Why do you hate Trek fans? A large chunk of the actual Trek production crew are filled with Trek fans.
Are you so Anti-Fandom that you want no Fans in your works?
Somebody used to have a quote from Roddenberry in their signature (not sure if he ever said what is quoted or not) and it has resonated with me for decades.
"If I let fans run Star Trek, it would be shit."
I guess you don't particularly care for most of the new content past TOS, then?
Cause many of the newer content has many "Trek Fans" working on it.
Yet you had a decided non-fan running Trek from 1987-2005. Rick Berman. Folks like Jeri Taylor and Michael Piller came from non-science fiction backgrounds.

it's not like they are opinions only held by me. we see things, we form opinions, our friendgroup irl or online mostly shares said opinion, then we go on the controversial opinions board and discover it's controversial.
i was speaking in broad terms about a trend i have witnessed, not specific to Star Trek, not intending to speak "for" anybody, so perhaps my phrasing was poor.
I like the shows, I don't particularly like him.
He's part of the reason why the Golden Age of Trek ended the way it did.
You do realize that Rick Berman co-created three of those four shows and was there from the ground up on all four?
He's also one of the reasons why Voyager wasn't as great as it could've been.
He's also one of the reasons why Trek of that era could've been so much more, but he played it safe to some degree and it worked in terms of securing his position to some degree.
It brought a long franchise, but there could've been many more great episodes if he didn't interfere and he made some bad creative decisions along the way.
He's probably be delighted. "400 years on, and they're still doing my plays? Wow!"
Please do tell how? Everything that made it to screen had to have his approval.
His job was to run the franchise, keep it on time and on budget. He did that in spades, or else Paramount wouldn't have kept bringing him back.
As far as creative decisions go, please name someone who has a perfect track record?
