Hell, they told Picard to go F himself in 2399, before the 24th century even ended. Admiral Clancy planted her service boot right up his backside before other high-ranking officers even got around to putting him in his place.
It's one of the few things about PIC I really appreciated.

We in a time loop?
It's not a Time Loop.
It's a clarification.

Because the preponderance of evidence tells me that Starfleet is the military. I have to weigh it vs. a one-off line from a pompous, self-absorbed character.
But I'm in agreement with you that StarFleet is a military when it needs to be one.

But being a Hybrid Service that has Military Functions makes it a bit more complicated.
