Controversial Opinion:
Even though I'm not deeply enthralled by the concept of SF Academy at all and actually did enjoy the first 2 seasons of Picard more than most of DSC, if I were in charge of the franchise I would still pick this spin-off over any Picard spin-off*.
The plain and simple fact is whatever issues DSC had with plotting and bringing stories to a satisfying conclusion, when it comes to making new, memorable characters that would actually be worth following to a spin-off show DSC has always blown Picard out of the water. Even with this show mainly just promising Tilly in a potentially less than great environment, that's still way more interesting to me than any show based on Jack Crusher and Sidney La Forge no matter what the show's about.
*Unless giving Seven of Nine her own show entirely separate from Picard is counted as a Picard spin-off, but it shouldn't be.
