Suits very basic and could easily squeeze into somewhere in the 1970’s
 
The henshin device is a bit overcomplicated -- you have to put the cube in and do several twists before it activates, so you have to remember the right sequence to do the twists. Granted, a lot of henshin devices require multiple steps to activate, I guess because it gives the kids something more to do with the toy than just push a single button.

I imagine there will be variant cubes that give Arc new forms and powers.

It's a bit ironic that he's named Arc, which suggests something curvilinear, but his henshin device is a cube and his head and chestpiece design are fairly angular.

Maybe Ultraman Arc is a big fan of masquerade balls.

Unusual design on the legs with those horizontal seams above the knees. Makes him look kind of like he's wearing bike shorts.

I'm amused that since Tsuburaya and Toei are rivals, the official site just vaguely says that "He quickly made his breakthrough by seizing the leading role in a famous tokusatsu hero show, which has been long loved by tokusatsu fans with a 20-year anniversary sequel movie released last year."
 
Most of the modern defense force leaders are Toei veterans. The commander in Ultraman X was Doctor Maki in Kamen Rider OOO. The defense force character in Orb appeared as a police official in the Kamen Rider Drive movie. The commander in Trigger was in Kamen Rider Amazons and recently had a guest role in Gotchard. Decker's commander was Takeshi Hongo in the 2005-7 Kamen Rider reboot movies and Master Red in Ryusoulger, and before that was Motoki in the live-action Sailor Moon. And Blazar's captain, of course, was Heart in Kamen Rider Drive (and its ultimate antagonist was the villain in Kamen Rider W).

It used to be the other way around. Both the recurring mentor figures in Showa-era Kamen Rider, Tachibana and Taki, were played by former Ultraman defense force captains.

Will this be the first time Ultraman has crossed over with American characters?

Well, there have been two American Ultraman productions, the 1987 Hanna-Barbera animated pilot movie Ultraman: The Adventure Begins and the 1995 live-action series Ultraman: The Ultimate Hero (known in Japan as Ultraman Powered), and the human characters in those were American creations (or at least American-Japanese co-creations, since Tsuburaya co-produced them).

But I suppose you mean pre-existing American characters, in which case I'm not aware of any examples.
