If it had no strategic value, Andoria would not have sent most of its fleet to defend it a couple of years later, leaving the capital world vulnerable to invasion in the process. Plus, it was a humanitarian crisis due to how the Vulcan military was treating the Andorian settlers.
In the eyes of Vulcan, this planet strategically was the equivalent of Pluto. Its all about territorial sovereignty to them.
The parties involved could have come up with the idea of it being a Neutral Zone, but they weren’t willing to agree to it, and the planet needed a third military power to stay neutral and monitor everything. United Earth wasn’t their yet, the Tellarites did not get on with Andorians, Coridan was under the influence of Vulcan, the Andorian probably would not trust any of the member species of the Interspecies Medical Exchange due to the association with Vulcan (meaning the Denobulans are out, and remember Shran only trusted Archer and not humans as a whole at that point), the Klingons would simply conquer the planet, and the planet was too far from Tholian space. The Vissians or Xyrillians could have been asked to be the third neutral power, but no one knows if those species have a noteworthy military or even care about astropolitics at all.
Plus it had that nasty pathogen.
That was lethal to only humans, as far as we know.
