I am there with you when it comes to the Cardassians and even some rogue Bajorans because they were almost human in dimensions in the 1st 3 seasons, but once the paradigm shifted to the Dominion from 4th thru 7th season the focus was to make them the new Borg SUPER BADDIE. Instead of telling intriguing strategic stories now the tales are told through our heroes paranoia.With DS9, we saw the fully destructive effects of the Cardassian occupation on Bajorans, the Federation and even other Cardassians; intergalactic political machinations and manipulations by the Changelings better than the Romulans ever were shown; actually realistic capitalistic villainy in the form of Ferengi (as opposed to their manic depictions in TNG); religious antagonism from some of the Bajorans; actual Federation vs Klingon battles; and on top of that, full scale interplanetary war. I don't think any previous or subsequent series developed the antagonists that well, or really showed the devastating effects of their actions.

Q is probably one of the best. Maybe the best. DS9 had many more developed races than TNG did, though
Q is just an exceptional recurring antagonist. There weren't really many others on most series. Seska on Voyager was one, and that nasty Reptilian on Enterprise, too.
DS9, though... it had Kai Winn, Dukat, Weyoun, Brunt, the female Founder, and even characters like Damar, who kind of flip-flopped. And probably others I don't remember.

I always thought Q was pretty MEH as a villain, so he's not going to be on my list of great villains.
