The whole Borg reclamation project?

But why?

Why wasn't this a Federation initiative and not something that the Romulans decided to do, I never got that part of the first season. Who was sponsoring this project and why? Was the cube in Romulan space?

Why was there even a "dead" cube in their sector?

Borg cube fell put of a tranwarp conduit after the Voyager virus hit.
 
Because it assimilated a Romulan ship which had that red-headed lady Romulan aboard. She'd undergone the admonition and gone cuckoo for Cocoa Puffs, and somehow that caused a system failure in the Cube.

Yeah, the cube broke down in Romulan space, therefore the Romulans had jurisdiction over it.

Yeash she was cuckoo allright.... But the whole thing was a rip off of Mass Effect 1 and the Prothean beacon

Romulans are in the Beta Quadrant, which is next door to the Delta Quadrant. Romulan space was closer to Borg territory than the Federation, so it's not a stretch to think that Borg ships entered Romulans territory often.

OK that is something I had not considered. But was this project pure science or just what why make the XBs or would they then work for the Romulans?

I wonder how much of a problem Borg were in their sector
 
Which made little sense to me as the Romulans were basically an endangered species by that point.
I doubt that very much. I don't know the final figures for how many Romulans died, but they had years to evacuate. Coupled with Romulans who were already elsewhere, (it was an empire, after all) the survivors must number in the millions.

Well that would depend on if they had any kind of political and military infrastructure left that was stable enough to warrant being able to actually enforce any kind of jurisdiction over their territory. The only thing they seemed to have was Oh's fleet of minuscule 'warbirds' that were scared off by Riker's cut-and-paste fleet. That's not to say that the Federation would have encroached on their territory, but I'd bet good money that, say, the Klingons would have.
 
But I'm just talking about how many of them there are, nothing to do with enforcing former boarders or anything. To be considered an endangered species they'd have to be on the brink of extinction.

Given that back in TNG the Romulans were attacked by Borg it was completely unsurprising to me that they had issues with this.

Make XBs to create either materials to sell (e.g. the Borg tech trade) or soldiers for rebuilding an empire.

Seems to make sense to me.
