I went with Sisko. We didn't see enough of Kirk's career to make a judgement, IMO. But we did see enough of Picard to know that Starfleet never really considered him a valuable tactical asset. He allowed himself to be captured, to become a tool of the Borg, and killed 16000 Feds and destroyed many ships. One could even say that the greatest tactical moment in Picard's life was when he was a Borg.
Sisko was a tactical asset, even though the Feds didn't like his association with the Bajorans. He could whup Picard's butt in any scenerio, Defiant included! He drew up the plans to retake DS9. He was involved with the counter-invasion of Cardassian space.
So...I go with Sisko.

Well, Picard did invent the Picard Maneuver, which was required reading at the Academy (I think the concept of it is bullshit, but that's not the point). Don't forget that Sisko's attempt to retake DS9 as originally drawn up would have failed without help from both Klingons and the Prophets. I think people give Sisko too much credit for military tactics and don't give Picard enough (at the same time, I think people give Picard all the credit in diplomatic areas without giving Sisko any. Sisko did a great job treading a very fine line in a difficult diplomatic situation for years at DS9).
Sorry, but Jean-Luc "I surrender" Picard ruined his so called legacy when he murdered all those people at Wolf 359. There is absolutely no reason that should have happened. He showed his stripes that day.
And when the Earth was attacked, where was the Captain of the flagship of the Federation? Wearing a wig, and throwing a party for a bunch of midgets.
Sisko, hands down, is better. He is seen, in several episodes, planning and counter planning with either Ross or Martok. Where is Picard when the Borg attack in FC? Doing comet scans at the neutral zone because StarFleet doesn't trust his ability.
(It was amazing how they got to Earth in just five minutes. That Borg ship must have ran out of gas!)

Right Belar, I had to vote Kirk first. He is just the original. But Archer would be second for me (as I stated above) and Sisko third.Wow! There's not a single vote for Captain Archer! That surprises me. (There are even a vote for Pike who was only seen three episodes!) Well, just for the record: Though I voted Sisko (with Kirk being a close second) I'd place him right behind those two. Then there would be Picard and Janeway.
