Voyager and the Dominion War

Canonically, was the Dominion War over by the time Voyager returned to the Alpha Quadrant?

For myself I would use the simple reasoning below:
TNG/DS9/VOY generally all seem to run in the same time frame, where one year later in our world corresponds to one year later in their universe. DS9 is about 3 years ahead of VOY. The Dominion war is concluded in the last DS9 episode and Voyager returns in the last VOY episode, so, yes, the war would have been over for a few years by that time.

If you need actual in-universe evidence:
Endgame: Stardate: 54973.4
What you leave behind mentioned no stardate, but the penultimate episode (Dogs of War) does, Stardate 52861.3, and that would have only been shortly before.
 
The events in the DS9 episode Dogs Of War took place at Stardate 52861.3 which is Tuesday, 11 Nov 2375 08:59:16 GMT
The events in the DS9 episode What We Leave Behind took place at Stardate 52902.0 which is Wedesday, 26 November 2375 05:31:12 GMT

The events in Endgame took place at Stardate 54973.4 which is Thursday, 22 December 2377 06:59:02 GMT

The Voyager episode closest to the events in Dogs Of War must be Relativity which took place at Stardate 52861.274 which is Tuesday, 11 November 2375 08:45:36 GMT, the same day as the events in Dogs of War.

The Voyager episodes closest to What We Leave Behind must be Warhead or Equinox #1. None of those episodes has any Stardate (sloppy work from those in charge) but in the book Star Charts by Geoffrey Mandel,there is a Stardate 52900 written near the sun FGC 509006.

Close to that sun is another sun called Salina with a planet called Salina Prime which is mentioned in the Voyager episode Warhead. So we can assume that the events in Warhead took place at Stardate 52900 which is Tuesday, 25 Nov 2375 12:00:00 GMT which is one day before the events in What We Leave Behind.

According to Memory Alpha (assuming the info is accurate, of course) DS9 is set from 2369-2375 while VOY is set from 2371-2377. So yes, the Dominion War has passed by the time Voyager returns to the Alpha Quadrant.

VOY debuted midway through DS9's third season, at around the Past Tense two-parter
