Oh, that line is absolutely dubbed in. Probably after test audiences expressed confusion about that scene.
For such a dark plot, TUC feels strangely lighthearted.

TUC is the Die Another Day of Star Trek movies. Both start off looking like hard-edged movies. Praxis explodes and Kirk has to meet with the Klingons on a diplomatic mission when he still hates them for killing his son. James Bond is captured in North Korea, gets tortured for 14 months, then his freedom is negotiated but he's on the outs with MI6. Things look like they'll be cold between Kirk and Spock at the beginning. Things look like they'll be cold between James Bond and M at the beginning. By the end, both movies have lightened up considerably. Kirk gets to walk across icy, snowy terrain on Rura Penthe. Bond gets to ice ski. Kirk and Bond also get the Bond Girl, Martia and Jinx respectively, neither of whom are white and both are up to something. If Bond's General Chang was in Die Another Day instead of Tomorrow Never Dies, it would be an even better match.

I don't know, the last three movies were full of jokes. TWOK was darker than TUC because it was pretty damned serious with only a some character humor and banter.
Did you ever see the season 2 episode of Strange New Worlds "Under the Cloak of War" that was about Klingons? It was super dark. Hardly any jokes. Showed flashbacks of Starfleet fighting against Klingons on a ground war on a planet. It was raw and in your face and showed the horror of it all. I think TUC would've had that kind of tone had it been made today.
I guess it would depend on who was directing it. I bet if that Quentin Tarantino Star Trek movie had been made it would've been pretty dark. He was wanting it to be rated R.
Feels like an inverse of TVH; a generally light-hearted film with a surprising amount tense moments.
Going by the current way blockbuster films are made, it would be pretty much the way the last 3 were. There will never be a Tarantino Trek.
