What is this insignia?

See the identical insignia Chapel and Sarek are wearing? I've seen another angle of them and they are identical. What is this? Is it a diplomatic insignia? If so, why is Chapel wearing it? This is from Star Trek IV.

The top part are the letters uFp for "United Federation of Planets", while the bottom is a stylized star map similar to the one in the Federation flag. Presumably it's some sort of thing you wear in the council chambers, maybe to show you're an authorized representative.
 
IIRC, there's a good look at this in the FASA Star Trek IV Sourcebook. It says UPF instead of UFP because it's French, IIRC.
 
I remember that insignia from back in the day--you could even buy a replica of it for your own Trek costume at conventions and mail order stores prior to the rise of online shops. Yeah, it was a special pin that granted people permission to enter the Federation Council Chambers, and unless you were there to answer some direct charges like Kirk and the gang, getting that pin was the only way you'd get in.

Oh, it was a marketing ploy eh? Ok. It looked like the Iron Cross or something and I was hoping it was special or Vulcan or something. Shucks!

IIRC, the pin was worn by members of the Federation Council at the time, but it was more of a glorified hall pass into the Council Chambers and could be worn by non-Council members and invited guests as well. Chapel wasn't a member of the Council, but she needed the pin to accompany Sarek for moral support in the aftermath of Star Trek III (Sarek was the one who pretty much caused Kirk to go back to the Genesis Planet to retrieve Spock's body, and then all hell broke loose).
