Spoilers New Picard TV Series and Litverse Continuity (may contain TV show spoilers)

Considering there's other ships in the Season 2 and 3 fleets named after non-canon ships (or Canon ships using Non-canon registries because one didn't exist in canon), it could be.

I find it interesting that DSC season 4 has the Merian-class USS Curie NCC-81894-J, based on the ship of the same name from the VOY novels of the First Splinter timeline.
 
I had forgotten to take note of this last year.
Two Luna class ships with matching registries from the First Splinter. USS Luna NCC 80101 and USS Europa NCC 80104.
The backmatter of Titan - Taking Wing listed the Luna and the first 12: Amalthea, Callisto, Charon, Europa, Galatea, Ganymede, Io, Oberon, Thea, Titan, and Triton.

Thus, Luna (NCC-80101), Oberon (NCC-80103), and Europa (NCC-80104) finally migrated to the small screen in PIC 2.01 and 2.10. Before the Kurtzman era, Oberon and Europa did not see any significant use in First Splinter stories, though the Luna was mentioned as part of Xin Ra-Havreii's backstory in Titan - Taking Wing and Destiny - Gods of Night.

I'm not sure where specifically any of these registries were published before PIC.

More recently, Amalthea (NCC-80108), Callisto (NCC-80109), Charon (NCC-80111), Galatea (NCC-80112), Ganymede (NCC-80107), Io (NCC-80105), Rhea (NCC-80110), and Triton (NCC-80106) were noted on computer displays in PIC 3.09. Amalthea was mentioned in Losing the Peace, Callisto appeared in TNG - Silent Weapons, Charon was destroyed in Titan - Sword of Damocles, Galatea was mentioned in Typhon Pact - Seize the Fire, Ganymede was mentioned in several Titan novels, Io appeared in Articles of the Federation, Rhea appeared in TNG - Greater than the Sum and DTI - The Collectors, and Triton did not make any significant appearances.

Meanwhile, I believe the Ariel (NCC-80114), Himalia (NCC-80116), Iapetus (NCC-80115), Proteus (NCC-80117), and Tourangeau (NCC-80113) which also appeared on computer displays in PIC 3.09 are completely new to the Star Trek brand.

I believe one of the Titan novels it had a list of names and registries included, but I could be mistaken.

You are correct. I took a look at my Titan books, and Sword of Damocles by Geoffrey Thorne has a fold-out with diagrams of the Titan in the centre of the book. (This was also the first book where the contest-winning design appeared on the cover.) At the bottom of the foldout, it lists the names and registries of the other ships:

These appear to exactly match the registries from @Enterprise1701 's post, other than the fact that Luna had an NX here, and had adopted the regular NCC by PIC.

I don't know if the material from the fold-out made it to the eBook version of Sword of Damocles or not, because apparently that particular book has never hit the monthly sales. (Nor has the previous book in the series, Orion's Hounds).

Aha, I checked the back of Taking Wing but forgot to check the back of Sword of Damocles.

According to Ex Astris, Scientia, 36 Luna-class starships were visible in the PIC finale.
For the sake of consistency, I assume that by the 24th century there is a moon in the Sol system called Tourangeau. Just this year many new Saturnian moons were confirmed.

Slightly off-topic, but has anyone checked out the Star Trek: Resurgence game and comic?
It appears to me that neither would conflict with the late First Splinter timeline, or did I miss something?
For one, Captain
Riker’s Titan appears during a battle nearer the edge of the galaxy. We only see the bridge and the captain himself, and Riker uses the singular "they" pronoun for his first officer.
Ambassador Spock has taken a sojourn away from Romulus,
which isn't out the question either.

^ @Markonian , should maybe that whole last paragraph maybe be under spoiler coding, rather than just the ship name? I’ve never played the game, but it sounds like those guest characters are maybe spoiler-y? The thread’s spoiler tag only covers novels and the show.

I asked Sean Tourangeau on Twitter, and he opined the possibility that the novelverse character Doctor Tourangeau, a deceased designer of the Luna class, merited a ship named in his honour. Alternatively, one of his relatives bought a moon from a Ferengi and named it in his honour. Tee hee!

Perhaps, but
I'm not sure I see Spock leaving Romulus not that long after the Shinzon uprising while Romulus must still be experiencing political turmoil. I guess he is just really confident in his colleagues in this interpretation of the continuity

The most recent round of ship images posted by Dave Blass includes names based on
  • Maha Naree, an Arcadian diplomat from a 1987 FASA RPG module
  • Zantra, a Zaranite philosopher from a 1980 newspaper comic strip
  • the venerable Ni'Var of 1976 anthology fame, whose profile has already been raised by ENT and DIS
  • Solkar, who I hope the showrunners are aware has been identified by licensed material as the captain of the T'Plana-Hath from First Contact per the intent of ENT writing
 
I do not think it has been specifically noted in this thread that our own Greg Cox turned out in some ways to be extremely prescient in writing Assignment: Eternity back in 1998, precipitating DIS season 3 in 2020 and PIC season 2 in 2022.

While PIC certainly took a different direction in not naming Gary Seven's organisation as the Aegis, Assignment: Eternity did depict the organisation as knowing about the Romulans by the 20th century, recruiting at least one Romulan supervisor who knew about pre-warp Earth, and placing specific value in Spock's role in the Vulcan-Romulan reunification movement.
