BTW: Perhaps the Tugs were there in that shot just to lift the front of the saucer off the ground in order for it to be repaired enough to be space worthy.

I still so want to see the D'deridex-class alongside either a Galaxy or Odyssey-class on screen. The size of those warbirds is so funny compared to Starfleet's little ships:

Imagine if you were on the D'Deridex and there was a emergency Stairwell for climbing from the Top to bottom.

It would be a CRAZY workout to climb all those stairs given how many decks there are on the D'Deridex in the Head Section.
 
I tend to think the three ships over the Enterprise-D saucer are there to supply power for the efforts to get the saucer's systems running enough that her structural integrity field works so she can be lifted off and get towed via warp.

My calves scream just thinking about it, and I make a twice weekly climb up and down the 30 stories of my place of work for exercise.
