Paramount apparently still doesn't get it...

They have everything they need right now to start production on Legacy (sets, costumes, actors, etc) but the next show is going to be the Academy. The decision makes ZERO sense. Start from scratch with an unproven set of characters, vs the proven crew of the Titan? Waste all the goodwill and enthusiasm the fans are showing?

That's it. That doesn't carry a whole show. Season 3 is carrying on nostalgia and warm fuzzies of seeing the TNG crew. Not everyone is enthused by the story but is staying along for the ride.

The sets have been bulldozed, the actors will get more expensive, and budgets are tightening.

Yeah, I see why they are doing what they are doing.

Ummm... I'm pretty sure there's going to be room for both series, if they want to keep the five shows thing going. Be patient.

And before you respond, bear in mind I'd look forward to a Legacy series too.

It seems like they want to do what I speculated earlier that they wanted to do. They want to keeping having a live-action series in the 23rd Century, a live-action series in the 25th Century, and a live-action series in the 32nd Century. The days of "It's either this or it's that" are over.

I don't know any other characters on the Titan. I think in that respect Picard is doing a better job at keeping the background characters in the background than Discovery but 7 episodes in and I don't know their names or what they do. I don't think we've seen Engineering yet. This season has kind of been claustrophobic in that respect. I think a Seven and Shaw series could sustain itself, but I too don't know who is proven and who isn't.
 
Maybe they are getting started on a Star Trek: Titan series right now, we don't know. All we know is that Strange New Worlds was much more of a sure thing and we still had to wait three years for that.

Yeah, I think "I want Legacy!" really means "I want Picard Season 4!" Except LEG Season 1 wouldn't really be PIC Season 4. Though I think Shaw, Seven, Sidney, and Jack can carry a series, I can't think of a reason why Jack would want to stay on the Titan and not do his own thing instead. Well, I can think of one reason he might want to stay. But that's getting into spoilers.

EDITED TO ADD: All of this also hinges on the assumption that everyone survives and the Titan isn't destroyed. We don't know how things are going to end yet.

No. Those sets have already been struck. Paramount filmed PIC in Los Angeles as a condition of getting Sir Patrick onboard, but otherwise they always prefer to shoot in Toronto because Canada's and Ontario's tax giveaways make it cheaper to film there. Add to this the fact that Starfleet Academy will star younger, less-established actors who are cheaper to hire? Add to this the fact that a planet-bound show will by definition be cheaper to shoot because you won't need as many weird alien sets every week? Yeah, no, Starfleet Academy is probably the more economical possibility.

The "proven crew?" You mean, the exactly two Titan characters who've gotten any development other than Seven?

Also... you know, we had two seasons with Rios and Raffi, but I can't help but notice that certain fans threw them overboard for the exact same reasons they find Shaw somehow endearing. I can't qWHITE put my finger on why those fans are okay with Shaw being a traumatized asshole but not the others....

The worst mistake P+ and Kurtzman could make is trying to develop every show from the foundation of “what the fans want.”

That always leads to crappy, generic, safe Star Trek, and that’s literally the harbinger of doom, because, as has been so deftly pointed out here, the fans are consistently inconsistent what they like and don’t like. But one thing almost everyone hates is crappy, safe, generic Trek.

Just make a good, unique show and let the chips fall where they may.
