"Counterpoint" is one of the best Janeway Episodes.
I like Janeway, 'cause when it's time to have a laugh, she can have a laugh. However, when the shit hits the fan she can be so unrelenting and fierce. She's not a perfect character and it's well documented that various factors resulted in the character not always being written to Mulgrew's satisfaction, but despite that she always gave it her all. Every moment Mulgrew is onscreen I can feel that she just loves being Captain Janeway.

Saying who was "best" is impossible, since every starship captain has faced different situations. Some might have done things better than others (there's a good video out there on how the author thinks Picard would have handled the Tuvix situation), or not. I think that we pick our favorites based on how we liked the character, not how good they were at their job. I mean, Kirk had a way of leaving civilizations in chaos and then calling it a day and warping out... but for many, he remains a favorite captain to this day.
My favorite Trek captains are Janeway (because she's warm and caring, but also a complete bad-a**), Sisko (because he's a great father), and Pike (because he's incredibly charismatic). But I'm not saying they're the "best".

The best captain is probably someone who doesn't get recognized for it...some no-namer who punches the clock every day and does his/her job far from the spotlight. Yet their crew would die for them. Not the title, not the fleet, but them...personally.
Pike has been my favorite since the Cage. Not sure about "best" but he is definitely my favorite and continues to be so.

Fascinating how much *hasn't* changed. Network/studio heads still suck and we're still discussing most of this.
Best one that has been on screen, what if there's a better captain out there who hasn't appeared in any series or movie....
Then they can't be the best because they don't exist yet...
That's like saying the best Trek series doesn't exist.
