A season-long cat and mouse game set inside an aquatic-gaseous giant between a semi-disabled starfleet vessel and enemies in a similar predicament. Is this the back to the basics approach Trek needs? Or is the premise only good for an episode/film?

I would say one episode. It strikes me as being like Sub Nautica, the movie/the Star Trek episode.
 
So Discovery season 4 again

More like the submarine battle is the Battle of Mutara Nebula meets the Battle of Genesis meets the Battle of Khitomer, with elements from DS9’s “Valiant” and TNG’s “The Arsenal of Freedom”.

And the downtime periods being more comparable to ENT’s “The Catwalk” “Minefield”, and “Damage”, TNG’s “Disaster” and TOS’s “Balance of Terror”.
 
Hey, I loved that Deep Space Nine episode! I don't think I could watch 10 Starship Downs in a row though, I felt pretty satisfied with what I'd got after just one of them.
 
I’ve always said that TNG could have been set on a submarine instead of a starship and I’d still watch just as eagerly because I really don’t care where things are set as long as Jean-Luc is there.

… I’m probably the wrong person to ask about this :rofl:

Because I can't quite resist a good kit bash of some of my favorite franchises.
 
What about a submersible branch of starfleet, though? There have to be a lot of water worlds out there that need to be explored...

Maybe not a whole show, but the characters of a regular Trek show cross-decking for an episode or two to resolve some problem or mystery. It would be something different.
 
I think a story or series set on a Starfleet submersible on a water planet is a fantastic idea! If not a branch of Starfleet, then perhaps the navy that Tom Paris mentioned almost going into?
