Heavyweight Spandex is what they usually use on these, and this looks like that.

Bernadette Croft. She had a panel in Chicago about creating the uniforms but I've seen nothing from that panel on the internet.

The costume designer for Discovery, Gersha Phillips, helped with the Starfleet uniforms, nbut Bernadette is the primary designer for the rest of the costumes.

Yeah it's disappointing that neither that panel nor anything recordeded from the Star Trek: Strange New Worlds panel has made it online yet as far as I can tell. I suspect some prominent YouTubers are still gun shy after what Paramount+ did to content takenfrom their streamed Strange New Worlds presentation a month or so a go.
