The intended format of DS9 when it began was not quite the same as where it was at the beginning of Season 3. Initially they were going to great pains to differentiate themselves from being just another "spaceship" show. I suppose the execs were afraid to lose the viewers again that only tuned in for the season finale, so they had to throw in the 'babe factor' immediately at the end of that episode?
Perhaps not controversial, but I thought Seven looked much nicer in a Starfleet uniform (Year of Hell, Relativity) than she did in the catsuit.
