The bit about power in the first episode makes it quite obvious that the BQ is one of the Dark overlords of the Universe. The watcher is Howard the Duck.

What if it's the Clinic Doctor who ends up as the Cocooned Borg Queen?
Or maybe even Picard's Great Cousin?
 
What if Jurati is the 3rd season villain? Would fit her tragic character arc.
Now that WOULD be clever writing, in the right hands! I could go with this idea… it could make up for the lazy writing in actually building up to her reveal as the Borg Queen in season 2, if that is indeed to be the case.

She said she wanted peace but needed power first. But we don’t know why she wants the power, her objective was assumed but not clearly stated
She could have used her words. If we end up with a scenario where the original Borg Queen is replaced/"deposed" and is no longer subsequently replicated, then why would the new Queen be less articulate than the old one?
At some point Agnes takes control, their common goal is still to fix the timeline.
Filtering Agnes' chatter takes concentration.
Wait till the cat personality starts taking over.:lol:

All I can say whoa! I certainly didn't expect the twist with what happens with Agnes and the Borg Queen is certainly going cause Picard and his crew trouble trying to stop Q and Adam Soong and helping Renee Picard in next weeks show.
 
I've only just seen Fly Me To The Moon now so it's been only about half an hour since I've encountered, uhm, The Dress, but...

The completely cis masculine urge to become a time-traveling, brilliant but socially awkward cyberneticist who can not only create sentient AI including a talking holographic cat voiced by Patton Oswalt but is also host to the consciousness of the queen of an entire cyborg hive mind. That she is a woman is completely incidental and there is no gender envy in it at all, I can assure you, nossir.
