Odo, because he was an outstanding investigator. And keeping security in any kind of good condition as much as he did in a station that large is no small feat.
Tuvok, because he is second only to Odo as an investigator. Good tactical officer, too.
I wanted to say Worf for TNG, but I ultimately went with Yar and Worf. While Worf was good, Yar died doing exactly what she was trained to do... protect her crew. And she had a good head tactical, too.
Worf did a good job honoring her by doing well as Security Chief.

I believe Chekov is the only TOS "chief" security officer that appeared in multiple episodes.
It appears that you changed the conditions of the test. “What are your top 4 live action security officers from among this list?” debars neither the one-shots nor the hired help. Every poll has limits, sure, but Garrovick is still sad and LCDR (a rank usually associated with department heads on the Enterprise, but who’s counting?) Giotto is still surly.
From that list, I don't think there are as many as four. I picked Odo.
