TREK's smartest being

Yeah, I know, Q is the obvious answer. But some of the Q didn't seem as smart as a rock. So, throwing them out, and throwing out any of the other 'God' like beings, who do you think was the smarted non-AI being in the TREK universe. Sarek? Spock? Dax? Zubby?

Gary Seven seemed to be pretty wise. Guinan, who I do not consider a super-being, had vast amounts of knowledge it seemed.

So..to make this easy...here you go..who was the;

Smartest Vulcan would be Spock. Of course, he had about the most exposure of any Vulcan, so that's an easy one.

Smartest Klingon, I'd give that to Martok or to Kehlar. Worf was too uptight. Of course, Kehlar was stupid enough to take on Duras without help.

Smartest Earthling? Hard to say, but I think either Picard or Joseph Sisko. Each had a wisdom about them.

Smartest Klingon? Pre-24th century, I'll go with Kor. But as far as 24th century Klingons go, I don't know. Apparenty they traded in their brains for bluster.
