The problem with the Borg, as I believe @Sci noted, is that early on they were just monsters. Which is fine but if they come back they cannot remain monsters. Star Trek is all about exploring new life and new civilizations and then have a civilization that all you do is destroy like a zombie horde is pretty much antithetical to Star Trek at its core.Maybe the Borg was an enemy that could be used few times effectively and then it would have become just repeating the same over and over.
The Queen gave them character but robbed the Borg something, it wasn't an enemy anymore that you couldn't understand or talk to and it would respond other than "you will be assimilated".
One way of looking at the Borg would be to watch 'Q Who', 'The Best of Both Worlds 1 and 2' and 'I Borg'.

I saw elsewhere that we see some skulls of DS9 characters in this episode...I was presuming it was just Dukat's. But I guess the Negus also paid the ultimate price.
