Not disputing what you guys are saying but it looked a bit different from what I saw in TOS but maybe thats because it was at an angle and all dolled-up

Many years ago I did read (I think TNG was in production at the time) that it was indeed the same miniature from TOS, but it had indeed been touched up. The markings were different and the upper bow section, where the window panels were, had been replaced with what looked like a panel of dark plastic (although this was never seen onscreen) as if to suggest the entire forward bulkhead was transparent (a rather cool idea).

When the 11-footer was loaned to Golden West College for "Space Week" in 1972, the shuttlecraft miniature went with it. You can see it on the floor in one of the surviving photos.
Possibly an article by Phil Broad? I'm wildly speculating here, but with at least a modicum of reason...

It does appear to be about the right size though and if the front panel was mislaid over the years (as shown by the lens cap photo) then it might suggest that the model wasn't very well looked after in the intervening years, hence the need for a more stylised repaint for its TNG appearance.

The filming miniature is of wooden construction as is typical of models from that period. Unfortunately it suffered quite badly after the show was canceled as it was later discovered broken in half and sitting in a pile of debris at the studio. Fortunately for us it was members of the Star Trek Next Generation staff which rescued it and later restored it. It is in this restored condition that you see it above. Some parts are missing such as the front bulkhead (here replaced with smoked Plexiglas) and the corrugated wrappers around the rear of each engine pod. However, restoring it to its original configuration was never the intent, it was to appear as a model of a "standard type" Shuttlecraft seen in the background of one of the sets. The lens cap seen here being used as a make shift photographers scale is 2 3/8 inches in diameter.

Well, the interesting thing - until TOS S3 "Day of The Dove" - it was assumed the Transporter could only bean 6 people at a time; so if there were a deadly situation where the Transporter could be used to save the occupants, most likely one of them were toast.
(IE - You would think Starfleet would have a standard 6 person and not a 7 person shuttlecraft...)
If by "Day of the Dove" you mean "The City on the Edge of Forever" you'd be right.

Based on my next statement below, I think they can beam all seven at once into the chamber; the last two guards shared one pad; the back one could have reached forward to grip the guard before beaming since we cannot see the guard's arm.
Actually, we know a single transporter pad does beam two people, especially if they are hugging or touching each other:

Well, the hug technique would improve the evacuation time during an emergency.
When you try to have a machine do twice its normal load in real life, it takes that much longer, guzzles its fuel, generates excess heat that can shut it down, trips a circuit breaker, or otherwise stops altogether. But in sci-fi we all want machines that come with a Free Lunch button, standard.
TNG went nuts by making transporters smaller and smaller: first the whole system fits in a shuttlepod, and then Mr. Data wears a pretty brooch (not kidding) that can beam him and itself (???) wherever he wants to go.
In a similar vein, nobody in sci-fi worries about wear and tear on their beautiful machinery. Lost in Space is a supreme example. The Jupiter 2 crash lands hard in the third episode. Later in the series it not only flies again, but looks showroom fresh! The Robot incurs all kinds of damage in the series, starting with "The Hungry Sea," and it never shows. KITT on Knight Rider has a similar ability to stay looking like new, no matter what hits it. No scuffs on the finish. If only cool hardware in real life was like that.
@ZapBrannigan Fair point and I agree. OTOH, Nomad sets an upper limit of at least 500 kilograms, well above the weight of two of Starfleet's finest.

There might also be a bandwidth limit too. "The Tholian Web" also mentions transporter frequencies and only having enough for 3 people. I wonder if the transport process would've failed if two tried to hold each other to try and count as one.
