But ‘Contagion’ took place after ‘Where Silence has Lease,’ so that rule wasn’t in effect at the time the scriptwriter wrote the latter story. It was WSHL that the 1305-E registry was stated. Ergo, it wasn’t a ‘production error,’ it was a changed premise.

Yeah I misread the page. Most of those instances of where I said Contagion should be WSHL.

The writers room guideline about only the Enterprise having a letter was in effect from Season 1 onwards, before WSHL was written. The writer of WSHL wasn't aware of it, and apparently it wasn't caught on any script review.

Mike had made new decals for WSHL while working on the model being used in Contagion, but a scene showing the ship was cut from the script during pre-production of the episode so he never applied them, only for it to be added again later without him knowing. Which is probably for the best, as it would have contradicted Riker reading out the registry.

I wondered about No Man's land being cannon too since Kirsten Beyer wrote this story and it takes between seasons one and two Trekmovie has an article about John Delancie talking about his reprising of his Q role and being different character than when he appeared in the original TNG series. I re-watched All Good things and I wonder how the story ties into season 2 of Picard.
 
I’d guess it won’t be canon but would possibly be considered part of the series's backstory by production staff, along with the PIC Countdown comic and the backstory snippets that featured in the museum thing that was on display in a few places before the start of season 1.
 
While CBS/Paramount’s usual modus operandi is to declare only on-screen material as canon, they can also declare pretty much anything they want to be canon as well (until, as you say, someone else comes along and says it’s not canon anymore.)
