AntonyF's answer to a similar question some hack asked in this thread:

Yes, a larger avatar is now a perk of membership. I've tried to stagger some goodies throughout the ranks, but these will probably be reviewed again later.

ETA: I think when you become Fleet Captain and if you're registered for a longer time you're allowed to use the 70kb avatars. At least I have heard from one Flaptain (member for 5 years) that he has the 70kb limit. But since there hasn't been any official statement about what goodies you get for what, that's just a guess.
