What would happen on Earth if the Federation surrendered to a hostile power?

I guess we haven’t definitively seen how Romulans treat conquered worlds. I don’t see them killing for the sake of killing like those comics. I see the Earth becoming like a Soviet emirate. Built up to be productive enough to help the empire but not to the point of being a threat and any dissent crushed immediately.

Romulans are the most human like of the big villain races of Trek. Like humans who embraced authoritarianism.
 
This thread is supposed to be about the chronological chain of events on Earth in some detail and how the situation would develop over time, not about the general effects.

I mean the political dynamics and how the laws, decrees and the way of life would change for the population over time.

It would not be a cake walk. In The Lost Era novel Serpents Among the Ruins, the Enterprise-B's Boslic first officer reminisces about the 10-year occupation of her homeworld by the Romulans. They pillaged and raped their way through the population until the Boslics drove them out.

Okay, can you outline an example?

I mean, I think those novelists have a different interpretation of the Romulans they see on TV. I think they'd be cruel up to the point the planet is proven subjugated, and have public executions of rebels and dissidents, but then they'd be any other planet living under authoritarian rule. Where civilians are able to basically live their lives as long as they do what they're told.

Without knowing the circumstances under which Earth is being occupied, how can we offer a qualified response? An occupation by the Borg is different from an occupation by the Klingons is different from an occupation by the Romulans.
