She was an interesting character in an interesting episode and would have been worth including. I forgot about her. Would have been nice if they had given her a name though.

How about "Toreth" from "Face of the Enemy"?
Toreth was a complicated character who appeared in one episode. She was a stand out character, but I guess "iconic" is in the eye of the beholder. "Other."

Vreenak was another complicated character, rather than a straight up "villain." He was more like an obstacle.

He was part of a significant conspiracy in a Star Trek film. I think he was worthy of a spot.

For me it was:

1. Tomalak
2. The romulan commander from TOS
3. Pardek (because there was a lot of mystery and ambiguity about his reasons for betraying Spock after eighty years of friendship)

I thought about your third option, but didn't want to add it because it is a bit of a spoiler for someone who might be binging on TNG for the first time. :hugegrin:

Nah, it was just bad writing. His flip was completely unmotivated, his character fundamentally made no sense. He just swayed with the demands of the (crappy) plotting.
 
Carolyn Seymour played two. First in "Contagion", then in "Face of the Enemy" but whether it was the same commander or not, despite similar name, they missed a neat opportunity to look up the old script. She's my third vote ("other")
 
The unnamed commander from BOT wasn't what I would call a villain. Seemed actually like a decent enough fellow stuck in an unfortunate situation. Now, Decius - he's a piece of work!
