I saw TFF in the theater in 1989, before I was a fan. While it didn't make me a fan, I didn't hate it either. Then I became a fan (thanks to seeing TVH on video), and when I watched TFF again, I liked it. That indicates to me that TFF isn't a self-starter, but if you like the characters, you'll like the film.
Or so I thought. Then I saw other people's opinions and thought, "Wait a minute. Was I supposed to hate this?" And so began my first Controversial Star Trek Opinion: "I like Star Trek V."
Fast-forward to 2017. I watch DSC. My thought is, "This is the best Star Trek since DS9 ended! I love it!" Then I come online, see comments, then I think "Wait a minute. Was I supposed to hate this?" And then, to quote Q, "The same old story, all over again!"
But back to TFF. I like the effects too. Sure, they're not ILM, but I think the low budget-ness of it (or the appearance of low budget-ness) gives it some character. It's one of those things where if I have to explain it, you wouldn't understand. Sometimes I prefer that things don't look totally sleek and completely polished.
